Preheat oven to 375°. Line cookie sheets with parchment paper.
In a medium bowl, whisk together the flour, baking soda, baking powder and salt.
In a large bowl cream together the butter and sugars. Add the peanut butter and mix until combined.
Add the egg and vanilla and mix until combined.
Gradually add in flour mixture until just combined.
Shape the dough into 1-inch balls. Roll the dough balls in the additional sugar to coat them on all sides.
Place on prepared baking sheet 2 inches apart.
Bake for 8-10 minutes until the cookies start to crack.
Remove the cookies from the oven and gently press a Hershey Kiss into the center of each cookie, they will crack on the edges.
Transfer cookies to a wire rack to cool.
